According the documentation, the updates were released on November 15, but the update history page didn’t include the changes until November 18 (via Neowin). The new firmware updates are rolling out gradually to devices running the Windows 10 May 2019 Update, version 1903, and higher releases, and it’s meant to improve network connectivity, prevent processor throttling, and minimize bugchecks.
Surface November 2019 update
The following improvements are available for all these devices:
Marvell AVASTAR Bluetooth Radio Adapter – Bluetooth: 15.68.17015.112 improves Bluetooth connectivity. Marvell AVASTAR Wireless-AC Network Controller – Network adapters: 15.68.17015.112 resolves Wi-Fi connectivity issue.
If you have a Surface Pro 7 or Surface Pro 6, then the device will also receive this update:
Surface Tcon Device – Human Interface Devices: 1.1.136.0 improves system bugcheck performance.
In the case that you have a Surface Pro 6, then the November 2019 update will also include this update:
Surface System Aggregator: 241.6.139.0 resolves an issue where the CPU will throttle down to .4GHz, and improves battery stability.
The update should download and install automatically, but if you have not received it, then you get it from Settings > Update & Security > Windows Update and try to force the download manually.
